Preparatory Meeting for the Curtain Raiser Event on Invest in Sikkim chaired by Shri G P Upadhyay, IAS, Principal Advisor to Chief Minister, Government of Sikkim
National Institute for MSME, being the nodal agency hosted a “Preparatory Meeting on Curtain Raiser to Invest in Sikkim” dated 27th January 2023 at the ni-msme campus, Hyderabad. The event was presided over by Shri G P Upadhyay, IAS, Principal Advisor, Chief Minister, Government of Sikkim, and Cabinet Secretary, Government of India. Dr. S Glory Swarupa, Director General, ni-msme was present during the inauguration ceremony and she introduced the guest to entrepreneurs from various industries, and investors. ni-msme faculty and other staff attended the event. Dr. Dibyendu Choudhury, Faculty Member, SEM, ni-msme introduced the panel and briefed the entrepreneurs about the background and objectives of the event.
Dr. S Glory Swarupa addressed the event briefing about the role of ni-msme in the “Invest in Sikkim” Summit. She also referred to the MoU signed between ni-msme and the Government of Sikkim dated 23rd September 2022. In her address, she focused on the scope for the development of MSMEs in key industries such as Beauty, Pharmaceutical, Green Energy, Village Industry, Trout, and Tourism. Later, she requested Shri G P Upadhyay to discuss the agenda of the Government of Sikkim in detail.
Shri G P Upadhyay initiated his talk by explaining the “Invest in Sikkim” Summit and referred to it as the “Green Investment Summit” followed by the discussion on the initiatives being taken by the State for the Development of Sikkim and Northeastern states. He also discussed various parameters that contribute to the development of the state as well as the investors, thereby answering the question “why invest in Sikkim?” He added, “disciplined workforce, high literacy rate, and political stability in the state are the major factors that will play a major role to attract investors.” Speaking further, he said the industrial policy which will be enacted by the State Government shortly assures the return on investment in capital expenses in 7 to 10 years in the form of tax, rebate, and other benefits.
He also cited examples like organic farming, trout fishery, and the cultivation of saffron thereby highlighting the innovations made by the state, which are of high value and low volume such as pharmaceuticals. He also spoke about the proposed visits of Shri Prem Singh Tamang, Hon’ble Chief Minster, Government of Sikkim to the ni-msme campus to display the commitment of the Government towards the investments from different parts of India.
A panel discussion was held post the address by Shri G P Upadhyay. Discussions around the scope and preliminary action plan happened during this. The queries raised by the investors and the other panelists were answered by Shri G P Upadhyay. At the end of the panel discussion, it was communicated to the investors that they can approach the Government of Sikkim for any further query/update through ni-msme because ni-msme will be the single point of contact for all the stakeholders and nodal agency as per the MoU.
During the lunch with officials, it was decided that the forming of the steering committee as per the MoU is still pending and it needs to be formalized, and ni-msme is to be nominated as PMU to start, develop, and promote the MSMEs in the State of Sikkim. The event was officially concluded with valedictory.
